Update on ESP Contract Negotiations

Penn Hills School District is committed to keeping families, staff and the community informed throughout the ongoing contract negotiations with the Educational Support Professionals (ESP) union.

Please read the message below from Superintendent Dr. John Mozzocio regarding the current status of negotiations and plans for the start of the 2026-2027 school year.

Dear Penn Hills Families and Community Members, 

I am writing to provide an update on the status of contract negotiations between the Penn Hills School District and the Educational Support Professionals (ESP) union, which represents our paraprofessionals, secretaries, and computer technicians. 

On June 29, 2026, the District presented an offer aligned with the financial recommendations issued by the neutral fact finder, including proposed salary adjustments and healthcare contributions. On or about July 20, 2026, the ESP union declined this offer and subsequently voted to authorize a strike. While we respect the union’s process, the District remains committed to working collaboratively to reach a fair and sustainable agreement. 

The District and the union met on August 5th and continue to engage in discussions. The Board of School Directors authorized the District to increase its financial offer beyond the recommendations of the neutral fact finder. The updated proposal has been shared, and we are currently awaiting the union’s response. 

At this time, there is a possibility that a strike could impact the start of the upcoming school year. The District has developed contingency plans to minimize disruption and ensure continuity of instruction for our students. Our administrative teams are working diligently to ensure that, if necessary, school operations will continue in alignment with the approved academic calendar. 

We will continue to communicate updates with families and the community through email, automated phone calls, and social media as more information becomes available. 

We value the contributions of our ESP staff and recognize the important role they play in supporting our students and schools. We appreciate the patience and understanding of our families and staff during this time.
