Penn Hills School District has reached an important financial milestone after Moody's Ratings upgraded the district's issuer and General Obligation Limited Tax (GOLT) ratings from Ba1 to Baa2, elevating the district to investment-grade status.

According to Moody's, the upgrade recognizes the district's significantly improved reserves and liquidity, more manageable debt levels, and strong governance practices that support sustainable budget management. Moody's noted that the district's financial reserves have grown substantially in recent years, reaching approximately $21 million through fiscal year 2025, while the district has also reduced its leverage and currently has no near-term borrowing plans. The report also highlighted management's continued efforts to establish lasting financial practices that support long-term stability.
